Introduction to the Competency Framework
As part of NatPaCT’s programme of work to assist Primary care Trusts (PCTs) in becoming ‘fit for purpose’ post ‘Shifting the Balance of Power’, several groups have been established to provide specific support in areas where there are significant issues. The aim of this particular Group was to develop guidance to build competent PCTs who continuously carry out education, training and research as an integral part of providing modernised health services.As part of this the Group developed a competency framework which sets out the competencies that PCTs need to deliver in relation to education, training and research, identifying measurable outputs and links to sources of support.
The group used the report produced in March 2004 as a result of the Joint Ministerial Review of the Role of Primary Care Trusts in Relation to Learning and Research in the New NHS to inform their early thinking
In addition, a service evaluation toolkit is now available to enable PCTs to establish their baseline, identify areas in need of development and achieve their competencies.
The Framework has been initially piloted using several PCT’s and we are very grateful for their input and resource.
