Successful Skills for Delivery
The Successful Skills for Delivery Programme sets out a benchmark set of skills for those involved in the delivery of major, novel or complex projects. It has a number of components that combine to provide staff in central civil government departments, agencies and other public bodies with an opportunity to widen and improve their skills in a more organised manner than has previously been available.
The Skills Framework – the fundamental building block of the programme, detailing the skills and topic areas considered essential as the minimum necessary for successful project delivery;
The Maturity Matrix – a simple, logical structure setting outa benchmark level for each skill area set against a range of common project roles
The Skills Analysis Tool – a spreadsheet package for departmentsor individual to establish their current skills levels and identify whereimprovements could be made.
Almost three quarters of the projects being reviewed showed a weakness in identifying the adequate skills and business resources for the project. The Successful Delivery Skills Programme aims to address this by providing a benchmark level for each of the common programme and project management roles against which the potential project team members can be assessed before the start of the project.
Successful Delivery Skills Programme is an initiative of the Office of Government Commerce (OGC), an independent Office of the Treasury reporting to the Chief Secretary, responsible for a wide-ranging programme which focuses on improving the efficiency and effectiveness of central civil Government procurement.In addition, OGC has an important role in developing and promoting private sector involvement across the public sector.
From 2003-04, OGC will also assume a key role in assisting departments set up project and programme management centres of excellence in departments. These new units will become central points for embedding project and programme management best practice across Government.

PCT Improvement Programme: Development Needs Self Assessment
Designed to help PCTs undertake a self diagnosis to inform their PCT Improvement Plan, as set out in Raising Standards:Improving Performance in the NHS. It has 4 main sections:
